Biography

Stephen has practiced law for more than sixteen years, primarily in Virginia. Most of his practice has focused on federal and state civil litigation at both the trial court and appellate court levels. He has also handled a variety of matters affecting local governments, from tax to zoning matters. He has represented corporations, state agencies and officials as a former Assistant Attorney General, and municipal government agencies and officials as a Deputy City Attorney. He has also done government relations at both the federal and state levels, lobbying legislators for needed changes to current laws. He also has experience with disability law. He is a graduate of the University of Virginia School of Law and clerked on the U.S. District Court for the Eastern District of Virginia.
